According to Minister for Immigration, Refugees and Citizenship Sean Fraser, Philippine passport holders who have obtained a Canadian visa in the last 10 years or currently hold a valid US non-immigrant visa, is no longer need to apply for a visa to enter Canada when travelling by air.
They only need to apply for an Electronic Travel Authorization (eTA). The eTA costs only CA$7 or approximately Php300 and can be approved within a few minutes. To apply for an eTA, you only need a valid passport, a credit card, an email address, and internet access.
The aim of Canada's visa-free program is to strengthen its ties with countries in Indo-Pacific region such as the Philippines.

The Department of Foreign Affairs warmly welcomed the inclusion of the Philippines in the visa-free program.
"The new policy is expected to spur travel, stimulate more business opportunities, and foster greater interest for family reunification efforts. With the well-established Filipino diaspora in Canada, along with an increasing number of students and tourists from the Philippines, we recognize the importance of expanding and simplifying travel between our countries."

Filipinos make up the fourth-largest population of foreign nationals in Canada. Around one million Filipinos live and work in Canada.
Those who are not eligible for an eTA, or who are travelling to Canada by means other than air (for example, by car, bus, train and boat—including by cruise ship), will still need a visitor visa. Travellers can visit Canada.ca/eTA to find out whether they’re eligible for an eTA and how to apply for one.
You can enjoy visa-free travel to Canada if...
You have previously held a Canadian visa within the past 10 years, or you currently hold a valid United States nonimmigrant visa. (This applies to visitors, students, or working visa holders who have returned to the Philippines or relocated to one of the 13 countries eligible under Canada's visa program. You can return to Canada without any hassle at the airport and immediately continue your activities.)
You are visiting Canada for a short period for purposes such as tourism, business, or a visit. (Usually, this allows stays of up to 6 months, similar to the concept of a visitor/tourist visa. Additionally, until February 28, 2025, you may also explore work opportunities after your arrival.)
You will be flying to Canada or transiting through a Canadian airport using a valid passport from one of the eligible visa-required countries.
To travel to Canada, you will need to obtain an electronic Travel Authorization (eTA).
Payment: Only CAD$7 or approximately 300 pesos.
